As for confirmations at exchanges, different exchanges choose different amounts of confirmations. That is so they are not liable and they can choose whatever they want. I believe Bittrex has half the confirmations so if you want to move to an exchange faster that is an option. Block timing is 60 seconds for Expanse, this allows for easy synching of the Blockchain, wallet to wallet transfers are very fast, it takes a bit longer to get to exchanges. I would not rush to sell though if you knew what was coming in the future.

The explaination wasn't convinced at all. Why did not The EXP's Dev team inform this information in the beginning? I dont get it why until now when this man post the proof of 9.000.000 EXP has been premine then you're telling us that these 9 million EXP is reserved?
