when a strong team(tier 1 or playoff contender team) is against a  rubbish team, cappers tend to put little advantage(usually +1,2 or 3) on the rubbish team.
bettors tend to put their bets on the strong team because of the small handicap and more often than not, the rubbish team either wins ATS or wins the game.

seen that quite often and was thinking if nba might be rigged.
