I can confirm this, I've used it to use a vanity address as stake here.

Blockchain.info can also sign a message with any imported private key.

Yes, when the prefix is that long its the main reason for a long time high price. There are some other factors that are a little more complex, e.g.

111111 has a 50% chance after 7.4 hours
1abcde has a 50% chance after 10 minutes

and 1Tdefghij is 23 times more difficult than 1Qdefghij (also see #2)
