In the wallet in governance there are two tabs: proposals and changes of consensus.
It opens in proposals, which is where all the things that use the politeia are.
You should click on the "changes of consensus" tab that is where the votes that involve changing the code are.
There is a vote which is a change that will allow the implementation of the Lightning Network.

I got one more question. Just before the update, I bought a ticket using an old version of Decredition, and now I don't see it in the newest version despite the fact that the amount of Decred I used to buy it is currently locked up. Whereas the ticket that I bought today appeared in the wallet immediately. I checked the stats on the pool's website and it says that no tickets were bought yesterday. It looks like I didn't buy any tickets yesterday, so why is a certain amount of Decred still locked up and how do I unlock it? Has anyone ever had the same problem?
