Is there a need for this file to be updated on a regular basis? i.e. once a week or once a month?

Hint for users short of disk space:
Depending on your usage scenario you may be better running a bitcoin-qt node in pruning mode. For example that's perfect for miners helping to reduce the node hosting costs. Miners running a P2Pool node can send me a hint and I'm happy to provide the patch needed to support bitcoin-qt pruning mode.

Move the decompressed bootstrap.dat into your Bitcoin-Qt application folder and (re)start your Bitcoin-Qt client.

I don't disagree that you should be compensated for your time. I simply think this should now be moved to marketplace with all the other paid services.

You can try to find a third-party--yet reputable--wallet.

The best I know of is https://electrum.org/#download, although I don't remember if that would solve your issue or not. I believe the wallet's blockchain syncing is different. Best look into it beforehand.
