The 101 delegates get elected with the community votes. We have the power to replace them with new ones if they don't behave right e.g. (bad uptime of their node, keep the funds for themselves, not promoting lisk, not investing in apps, ...) by simply removing our votes. Furthermore you can be a delegate by yourself, you just have to convince us for your plan. In the future, as Max has told there is the possibility for this number to increase.

It's up to the community to decide who among them are the best ones or the most efficient for the whole project.

we need some people to keep track of all 101 delegate activity and give us reports, because i think very few people will invest their time to read it all.

There is an initiative going on to do this, with quality metrics in tabulated format to monitor the active delegates and standby candidates.
