Omg, every quote looses its purpose, if people quote out of the context. This depends on the size of the project and the people, that are already involved.
If someone doing Microsoft word alone and is late because of bugs (although he did a great job with architecture), you can add probably 2 full teams to speed it up. of course, that doesn't mean, that it will be ready in 1/10th of the time, but you will speed it up for sure.
The quote ment a normal team size for a project. You won't make it faster by adding more then.
