Coin name changes are easy. Coin ticker changers are not easy and require us to do quite a bit of work on the back end. A coin ticker change will cost 2 BTC which is equivalent to the amount of work that goes in to making this change.

That's silly - a name change fee is not a fee listed or contemplated on the "Fees" page (1) OR the most recent "Submitting A Coin" terms-page. (2) In fact, Bittrex coin launch terms state that their work for launching a coin, whether due to a new launch or a name change, etc., is "free":
At Bittrex, we look for coins that have high community demand, innovations to digital currency technology, or a contribution to science or humanity. Given the demand for currency launches, we limit ourselves to only a handful a week. Launching is free and at our discretion. If you'd like to guarantee the launch of your coin and get additional marketing in our platform, we offer the option to spotlight your coin for 3.0 BTC.

It should be too late to distinguish one type of coin launch from another. Note: I realize a "coin launch" may not be the same as a "name change" for some folks. Unfortunately, Bittrex's terms do not define a name change or provide any terms related to name changes. They do have some terms on "launches." And, what is a re-brand/namechange if not a re-set of sorts? Consequently, it seems totally reasonable to treat name changes as a sub-category of coin launches. Likewise, it seems reasonable to expect name changes to be treated as part of the launching process. In future, Bittrex will need to develop terms for maintenance time and service work if they want to charge for it.
