the amount of claims per hour is dropping because the captcha is getting harder,
the hourly distribution amount still the same while less claims needed for hourly distribution
logical result should be the price still the same, less claims balanced by harder captcha
or it could go higher if the claimers thinks harder captcha should entitled him more valuable XRB
