I think it's not about node connecting. The testnet had above ten nodes (I checked 4 node broadcasting transaction through each).
The main problem is ICO distribution. Only about 50% sent to participants.
Sasha need do checks before send. It's easy to create an automatic script, but for some purpose he do in semi-automatic mode.
