if he was borrowing when BTC was 250$ and returning now he wouldn't return the original 250$ he would return less then half

Yes, that was a joke. Clearly you are not following ironcross' poop selling escapades and other oddities. If you read between the lines, it was a scam... he flipped ironcross' XRP without his knowledge or agreement... it could have easily gone the other way... what is XRP crashed between the time he purchased and sold? He'd claim the very same repayment logic.

If I were you, I would probably take what he claims he can pay and arrange for him to work the rest off, clearly he has internet access and the capability to do tasks (that make money.) I suspect that he has the ability to repay, but refuses. Whether or not you pursue the tag is your prerogative.

I don't really understand the "he's a kid from the Philippines and doesn't have much money" logic... the loan was taken and to be re-payed in BTC, the OP has demonstrated that he should not be trusted, who knows if he's really a kid from the Philippines?

And I'm sorry, but if he can speak English and effectively use technology, he should have no problem coming up with ~$100 in BTC.
