Of course, lottery is a form of gambling. I think buying 1000 tickets is already addicted and has urge to win. But it is really hard to win in gambling and that is the fact. If others won, it is not meaning to say that you will win too.

Yes betting on lottery is gambling too. And one of the worst gambling games, you have very few possibilities to win. With State lottery it seams more legal, but the odds to win are very low. It only depends on luck, there aren't skills to win lottery games.

I'd rather use only those free tickets offered by the websites. All games that involves money where in you will either win or lose is a gambling. So buy only tickets if you can afford the losses. Even you buy more and more tickets, it is not meaning to say that you will hit the jackpot. Let's say you may win but for me the lose is bigger.

Anything where you face loss or profit at the end is gambling so in lottery tickets you reach at one of two situations getting profit or remaining without money with what you bought those tickets. It should be seen as taking risk which applies in lottery though I consider it gambling too and it is fact whether someone do agree or not.

Lottery is one kind of gambling, and its the same if its from a private company or from state lottery. Isn't an addiction problem if you buy a ticket every week, lots of people plays every week one ticket to states lottery (its an small price for a big prize), but it can be a problem if you buy lots of tickets every week.

It is definitely gambling so far its putting money to expect it to have multiplying effect with the implied risk of even losing what is being put in then its gambling. Lottery to me is actually not really dependent on the number of tickets put in as you have rightly noted that people with higher tickets lost compared to someone with lower tickets its just a way of increasing the chances of being picked as the jackpot winner thats all.
