Once you fill up the form and submitted, You are already enrolled. Just meet the post requirements before the ICO ends. It is easy to trace the post count because there is post history in every account. This campaign is only one time payment and accepting of participants is automatic. So there is no worry if the manager is not active besides that account is just an alt of chronobank. I'm just worried for the investor of chronobank once this whole project goes wrong.
