    The problem of cashing out hacked bank accounts is reason enough that people have to do this. Even with no government in place at all banks own your money so they can blacklist wire destinations at any time, and they do. They don't care that it was their fault (or their customers fault), they just see repeated reports of "Someone wired my money to IBAN 1234 and it was fraudulent" and decide there's a simple fix.
