yes they are. they were in coinfest as seen on some photos. they are out to socialize and collect funds from investors. we'll how much they could collect the first day of ICO because some will decide whether to go all in or not base on the amount collected. good luck minexcoin team
But if this project, changing the schedule on the ICO will be good, but if dev has a mission that makes this project great then there is nothing wrong to take a long time about ICO ..
