Japan has started by using bitcoin as a means of payment of things to be imitated by other countries such as Indonesia.
Can Indonesia be?
I believe any country can imitate or follow the footsteps of Japan including Indonesia if they have the political will because I don't think any country lacks the basic necessities like internet and access to computers but the main implementation of Bitcoin as a payment system in any jurisdiction lies on the political head of state or government and so they must be willing to implement it just like Japan.
Correct but think that all want to wait to see how will Japan come to this. They hopping if they come to great success that they will share knowledge but this will be wrong. Also think that big countries will first follow Japan (Russia and some other Europe country), dont think in this picture will be USA at least not in the first steps.
After everything goes well other will follow like you mentioned Indonesia, and maybe Philippines as well, cuz they have big community.
