When's Altcom fix diff ?

Why does the network lie about its hashrate, and why is the difficulty fixed?  

I don't know what happen with block 75000, it will adjusted the diff or expanse more coins, can someone let me know? sorry if my question is not neccessary.

When will it reach block 75000 ? i want to mine this coin .
