Why not buy on open exchange? There are 2 for WHL:
https://stocks.exchange/trade/WHL/BTC - low volume, but no issues with buying/selling, fast deposits/withdrawals too
https://mercatox.com/exchange/WHL/BTC - these guys make up the volume, so don't take that seriously but otherwise OK exchange as well, never had a problem there

Why is WhaleCoin slowly dying? Every other altcoin is rising like stupid atm but WHL goes down and down and down ..

I like the rewards so far for holding a whale in the network. However, i don't see how the value of a whale can appreciate in the short term.

The network needs participants from both sides, whales and followers, and for that, the network benefits then from having as much people as it can to be able to test the product once launched. But for that, they have to have an affordable entry price to be encouraged to participate in the network. So that's why I think owning 1,000 whales won't be the benefit in the long run, more like how robust your whale can be in the network and that will be determined by the amount of followers the whale has.
