I was going to go to 900,000,000 for 1% of the total. But I like the idea of 9 billion.

So I'm still able to get blocks solo mining (~360khash), but the difficulty is definitely going up.
At what point should I just say, "meh, I'll switch to the pool"?

Yes I think I'd switch to a pool. The solo is too slow now
