There's nothing complicated: each person can give -1, 0 or +1 to anybody (0 by default obviously)
And the score of somebody is just the sum of all votes he received

It's only GET requests and JSON response so anybody can easily create a client

Another suggestion:
It might be useful to display someones BTCT++ trust rating on their account page. Not everybody sees someone on the forums looks them up on the forum before they trade with them (or do something like that).
