Yes why not, the truth is upon reaching its soft cap they can able to run and develop it as hardcap is only there for maximum amount of funding reaching it or not is not a big problem but having a good amount approaching near to it is a very big help for its team.

There is no real classification till this date.
The first would indeed be POW like bitcoin.
The second one would be represented by ETH and featuring smart contracts. The ICO time space
The 3th generation would indeed be no real blockchain any more. DAG chains, IOT etc
The 4th generation would feature interoperability like MVT is aiming for or atomic swaps, TAST etc

Airdrop of the undistributed tokens once a week, to all the wallets that still hold 100% of the MTV tokens you are intitled to at any ICO stage. The airdrop will start 2 weeks after the end of ICO and will last 18 months.

what happens if we don't reach the hardcap'

If the soft cap of the project will hit, then the team will start with developing the project. Because the hard cap is not hit, the developing will take more time because there are less invested then the maximum target. The project team of Multiversum is a good one, so I think that they will succeed this project and build the fourth generation of blockchain.
