Just to confirm: yes, DICE can be mined offline.

This is a different model which is not based on the traditional blockchain. Please refer to the technical whitepaper, chapter "Mining", where the algorithm is explained.

We already have a functional beta with a couple of live operator nodes, and are currently testing it internally. Will be released very soon to the general public, and the code made open shortly after.

Yes, transactions can be offline too by using owneless DICE in a similar manner as banknotes. It is described in the whitepaper.
