Whether or not your project has a white paper, I think that relying on the community alone is not enough. You should formulate a clear development plan and follow your roadmap.

We all know that having white paper in the project is really a great thing to everybody because it is one of our basis if the developer of the project is stable on it. but as I checked it I haven't seen any white paper attached in the ANN thread. Hopefully it will posted here.
