I do not really understand the background and the exact reason the bolivia government banned the use of bitcoins. but as a third world country, their decisions and regulations will not have a significant effect on bitcoin markets and communities. the decisions of developed countries are more of a concern, because basically when developed countries start receiving bitcoin, developing countries are slowly starting to believe and follow it.
on this country this country is not economically developed, because it does not want to open its doors to anything else! I was in Bolivia, the country lives with its old foundations and does not try to move forward!
