Don't think, should be at leased the double.
check your memory clock speed .. thats the speed mine do when the memory for unknown reason decides to run at minimum clock speed it should be 1250mhz and not ~ 150mhz
I set as you suggested, only removed intensity as it obsolete. And below generates 25 kh/s on R9 270 gigabyte.

Try adding the shader count into the config as I believe its needed if you are going to use xI and RAW
