You can use a dynamic IP for MNs
You just have to restart them when they go down (change IP) - change the IP out - etc etc
Why don't solve that in priority ?
sangoku, if 95% of masternodes dropped instantly, the network would not be affected, only much higher pay for the remaining 100. Stop pushing that argument., it makes sense, but in practice its silly to keep going with it. Within minutes, the vast majority would spawn instantly elsewhere.
The network is completely decentralised. With your reasoning, the internet itself is centralised as the government can shut down entire ISP's if they wanted too. But it practice, it makes no sense it would be chaos.
A bit like mining is decentralised, with risks of pools gaining the infamous 51% control. In the case of MN's its not control at all, but the fear of shut-down from the VPS provider, which as said, is a non-issue.

github is there waiting for your contribution. Its static IP for now because of coding requirements. There are far more important things to do right now than dynamic IP. If you're planning on doing that, that necessarily means you'll be running a hot wallet thus becoming a HUGE target for theft. So IP obfuscation (next development in roadmap) is far mor relevant than dynamic IP.
