Question about the telegram bounty. I noticed that the channel admins on there are on the bounty too. And since they are posting same messages over and over again like this, i wanted to know that do they count as an activity points?

After I did my research, those are cheaters using admins username to join into the campaign.

Exactly my reaction, look at the sheet and you'll see names like Gavin Andresen there which is absurd. 4000 people joined on September 4th are confirmed cheater using bot to fill the form.
