no one need to pay BTC, if someone want IPO BLTZ, can easily contribute and get some BLTZ

ALL PREMINE COINS WILL BE DISTRIBUTED!what you don't understand is, that IPOs are extremely easy to manipulate. You can send yourself coins for "free" and receive stake. There is no way to prove that you didn't do that..

you are probably right. but I was not expecting large BTC deposits. maybe some 0.1BTC now and than from guys that appreciate dev, or guys that want BLTZ IPO but have some other skills not needed here, or non-miners..
So, really, BTC deposits are not needed. You can get IPO via contribution. No one need to spend BTC on this IPO.
