Definitely Indian T20I selectors are having an eye on IPL and if you said is true then Samson may be Indian new T20I captain. But I think he has a long way to go as he has played only one ODI and 13 T20I. RR are now at number 2 on points table and have made it to next round.
Samson has impressed a lot of people with his captaincy skills, but so far he has failed to be consistent with his bat. For the position as the T20 captain, he will face a lot of competition, from players such as Shreyas Iyer and Rishabh Pant. These two are more successful at international level when compared to Samson. All that said, Samson's selection policies have been controversial. The blind faith that he puts on some of the players such as Riyan Parag is very difficult to comprehend. It has meant that talented players such as Karun Nair never gets a chance to showcase their skills.
I really don't know if a player can only be selected just because he has good captaincy skills. Unless he is MS Dhoni of course.
But still, MS Dhoni proved his worth with his batting and wicketkeeping. So only being a good Captain is not going to be enough if he does not perform.
Eventually, the spot will be taken by some other player because people are always going to need good performers. And he has a lot of competition right now. So, it will be really hard to catch the selector's eye without having a good performance to back him up.
