you may be right mate because I believe that they are gaining a little victims here from our forum instead most of them comes from outside bitcointalk in which they have a large advertising in almost every form of social medias.
so being a victim mostly not from here alone.
i kept seeing them in some movies popping in those free to  watch movies that I believe their way to attract more victims.
because they kept popping almost every 10-20 minutes thats why I stopped using those sites lol.

You are a hero member and you have earned a lot of merit. I am surprised to see that you are not aware about the moderators and admin do not moderate any types of scam. So if we report about the thread it will not work I mean they will not delete the topic.

Well, let me just say that you are somewhat wrong, though not completely, Moderators some times to delete threads they believe to be scam, most especially the ones created by individuals, if multiple users report such a thread, the moderators outrightly deletes such a thread.
What i personally see or assume about this 1xbit thread is that, 1xbit is a company, and they have had a very long running signature campaign here on the forum in the past, and for every business as this, the moderators leave the final decision on the reputation of such a business in the hands of users who then use the trust system to tell if the business is reputable or not.

And as it is and we all have seen, users who were convinced that 1xbit is a scam company did leave a lot of negative tags on the admin account of 1xbit, and also went ahead to negative tag each and every person promoting the company on the forum, this is more than enough to warn other potential users that 1xbit should not be trusted.

Moderators don't leave every thread reported to them to be scam, but they sure do delete some that they themselves confirm to be a scam, most especially, if the thread if from a random user, but if the thread officially belongs to a business or company, the moderators see it as users' responsibility to do their own research before engaging with such a business, and if users confirm such a business or company to be scam, they can use the trust system to warn other users to stay away from such a business or company.

Basically everyone knew it that 1xbit is a scammed platform and since the members of forum did not help them to carry out some of their illegality in the forum so they became baseless, this people according what I heard that they even scam their participate and when you win a game in their platform they will seized your money and you will not have access to login your account again, so the level of their scam was much, if someone want to read more about them they should go to scam accusations because their is numerous threads created for against them, and if participants in the forum give them that chance they would have scam more people.

Well, in as much as Scam is not regulated on this forum, the users of the forum also do not take the issue of scam lightly, for anywhere scam is allowed to thrive, such a place never lasts, if this forum users allowed 1xbit to carry on with their scam activities on this forum, it wouldn't have ended at just more people getting scammed, but this would have invited even more scam services into to forum, it won't be just 1xbit anymore, but several other services scamming users.

But the prompt action of forum users against 1xbit and those promoting it, did deter or discouraged a lot of other scam services from joining the forum because they know there is no chance for them to thrive.

but suddenly Moderators/Administrator has no moderation to delete or lock a thread that had issue of scamming
because if does ? then maybe there are already plenty of locked thread in altcoin section in which tons of scam
projects are being posted(at least questionable if not scam proven).
and 1xbet and 1xbit have lot of pointed post about their same ownership or team behind the operation though
I believe that there are no concrete proof about that, but the way they treat players and their victims proof?

Pretty much. They all fall under the same umbrella along with other sites such as Melbet, Kawbet etc based on my research.

1xbit advertisements seem to have decreased though over time thanks to their business incurring losses, but 1xbet is still thriving thanks to their huge sponsorship deals and powerful connections.

You are very correct, i have always thought the same thing and what i end up concluding is just the same thing as you have assumed. companies that don't announce that they have left the forum but are just not active anymore may one day likely decide to come back, if that happens, it may make no sense for them to start with a new Ann since they might have probably spent some money to open the old one, spent money in terms of materials which they used for the Ann design and so on, and maybe this material is no longer in their custody, paying for another materials when they previously have an Ann they would have just continued with can be not so cool.

So, i believe this is why moderators leave Ann threads open for as long as it takes. We can draw example from Bitvest, LL left the forum for so many months, and right now, he is back and continued with Bitvest Ann thread where it previously stopped.

This thread doesn't get bumped just by 1xbit shills, but by victims of this scam site too who keep coming regularly complaining about their issues in order to try and get back their funds somehow.

Am guessing this is the primary reason as to why the moderators left this thread open.
