I don't think you can find such wallet that support non kycd verification before purchasing Bitcoin with card, all transactions that requires purchasing of Bitcoin with debit card needs to must have completed KYC, so therefore your request is outrageous.

You can possibly tell your friend to pass kyc before buying Bitcoin with his debit card on any reputable wallets or exchange, that would be cool.

There's no such way to buy Bitcoin with debit card without KYC. Only in USA you can buy Bitcoin with debit card and just need verifying phone number (less KYC) [1]

I would suggest your friend to use a wallet that does ask for KYC , see there are wallets , there are even p2p transactions that can be done but at the end of the day I think you have to understand that there is more security in the wallets who do demand KYC.

Wallets which doesn't ask for your KYC they don't really have much deeper security basis since in Austria it's not banned to actually use bitcoins and therefore if he is doing everything legally then it should be actually ok.

But when you are doing p2p trading you have to very careful you can even find people all around the forum willing to trade , at the same time you can even do trading for cash. There are a lot of options.

Thats the only option if you don't want to under Go in any KYC find a seller that will accept your payment option and need a 3rd party to secure your both transaction which is an escrow .
If you know you can trust an exchange with your identity why not under go in their KYC rules instead .this will make it easier for your friend to buy crypto any time he want.
