since you are a new trading platform, i don't think users will be confident in accomplishing their kyc level 2 requirements on your platform. better allow users to trade if they deposit a minimum amount of let's say $100.
but if you will implement for all users to undergo kyc, you may find it difficult in getting on board traders.
