2)Can betbay pay out money to players? I have not heard of such a thing. Each casino decides for itself whether to pay money or steal. This is their reputation. I thought chips.gg had a good reputation. But they stole my winnings and didn't respond to me for months.
No, the odds provider only inform the sportsbook when any users betting activity looks suspicious. It's completely depends on the sportsbook whether they will pay the users or not. Unfortunately, every sportsbook decides to forfeit the winnings in such cases. Even some sportsbook forfeits the deposits of the users. They do it all according to their terms. Chips.gg has done the same.
the only thing that I would add is that legitimate books pay winnings even if the rule is in place. There are rules that arent enforced by solid books. Then they limit or ban.

Finally you have broken the silence here in the forum. But you have messed it up to quote the posts in your reply. Anyway, you haven't mentioned the specific reason here to forfeit the winnings of OP. You have described the process of taking the actions instead of saying the exact reason here. I can see that you have provided some links of 'Arbitrage Betting' related discussions and articles. Did OP make any other violations except arbitrage betting? Was the decision taken by the Chips.gg system in the initial stage? Or was it suggested by the odds provider?
Generally speaking, our betting partner identified patterns consistent with advantage/arbitrage play. To protect the integrity of the operator and ensure a level playing field for everyone, we applied wagering limits to the account, refunded the original deposit in full, and eventually closed the account in accordance with our Terms of Service. Even though we would like to avoid it, this approach mirrors industry best practices: without it, abusive players can simply use VPN, submit new or stolen KYC documents to open fresh accounts to repeat the behavior.

the only way to profit long term sports gambling is to make value plays. What you are saying is that no one can win because you confiscate winnings of value players.
This doesnt mirror industry standards. Its something that a few crypto books enforce since no one can prove arbitrage play.
Stake and Sportsbet are a little smarter. If someone gets flagged for value play, they just do KYC and falsely accuse of multi-accounting. No one wants to pay sharp action.
edit - value players get paid and limited at all fiat books. The same with good crypto books. The bad ones come up with reasons not to pay, value or multi-accounting.
