A country that once said holding crypto will be seen as illegal is now planing to have a bitcoin reserve, I hope this true.
It's understandable as governmetns can say whatever they thought as good for their governance even their policies are against benefit of citizens. A Bitcoin strategic reserve for a nation relates more to its government, not their citizens and surely a government can change their policy anytime they want. They could have opposite policies between the past and the present, and with them there is no big issue for change at all.
For citizens, if the national Bitcoin Strategic Reserve changes nation-wide policies more friendly for citizens, I see it's a very good move.
More countries will still have bitcoin as part of their reserves.
Countries globally have started to realize that if they hesitate too much for national strategic regulatory changes, they will be late in a global party.
