This statement is practically used here on bitcointalk which I believe it's a tune of words to encourage enthusiasts with the motives of investing on bicoin but has been dinning on one excuse to the other.
So I think that statement can be persuasive dragging ones who haven't built their emotions and structure on their investment plans to dive into the market with no risk concious simply because, those portrayed being in the industry before then made the atmosphere seem like the time to buy is literally now and after now there may be no time. I really dislike that statement because it can be misleading to an extend. Even though the right time to invest is being identified, investors state of minds such as emotions and financial obligations should be considered before the statement "now is the right time to buy bitcoin".
