Do you have a personal issue with PayPal because you post is just plainly directed at PayPal, I don't think your main issue is about The American government not accepting donations in Bitcoin (I don't even think that is true because the present administration has been supportive towards Bitcoin and Crypto-currency at large).
I don't use PayPal because it is not available in my country but if you have strong evidence why people should not use them in addition to the trust pilot negative reviews you can share.
It's hard to say what was more insulting. The USA government during so-called "crypto week" refused to accept Bitcoin, the clear most reputable currency in existence, even for free as a donation. Or, that they instead chose one of the most notorious payment scams in existence, Paypal. A substantial percentage of USA and European companies have been stolen from by Paypal, so its surprising the owners are not in prison. What I really want is for a crypto whale to influence the USA into acceptance of Bitcoin and other cryptocurrency for as wide as a number of purposes as possible. While a few business owners are probably getting hacked and have funds stolen even with cryptocurrencies, none have been robbed by core apps and core dev teams of the crypto currencies.
Paypal was recently in the news not because they openly steal money from businesses, but also because they rip business people off by refusing to refund money when a customer gets a paypal refund, even though their systems are automated so the costs are essentially nonexistent, therefore profit margins on that are in the thousands to tens of thousands of percentage points. While supporting capitalism, I support financial ruin for companies that openly rip people off too and hope the worst for the company, and its executives.
Though I'd be more impressed by XMR, which while admittedly isn't the best cryptocurrency is the most virtue supporting currency with its support for being anonymous. From a moral standpoint, I must support my own virtues and values prior to tearing anyone else's down, and in fact its much more important to me that organizations accept Bitcoin than they abandon Paypal.
