It is decentralized, Consensus is different from centralization. Those who run Bitcoin Core are not just devs, it is always open to all. Every decision is based on voting/agreement which is consensus.

Developers can program and make their BIPs but it's not enough.

Whether a BIP is supported enough by Bitcoin community, Bitcoin nodes, it will decide that BIP success or failure, success means Bitcoin chain will move next with that BIP or that BIP will only make a fork.

Bitcoin is decentralized, and so is Bitcoin Core open-source.

Open source means that anyone can be a developer, you don't need permission or approval from anybody, as long as you have a satisfactory level of knowledge about blockchain technology, coding, and all you need to acquire, you can actually be part of the Bitcoin developers supporting the network.

I won't dispute the fact developers do have influence since they are the one that is in charge of maintenance and developing of bitcoin software, but this is different from having control over bitcoin. A developer can introduce a change but it is left for the person running the node to acknowledge or decline such changes.They have a choice to stick with the older version if the new changes doesn't go well with them.
This is one thing that makes bitcoin different from a centralised system. Developer has the right to introduce new rule but it is left for the users whether to accept it or not. Full node doesn't depends on new rules that is set by a developer to verify it's block and transaction but only on the rules it accepts. Therefore, developer may have a big role to play in bitcoin, but bitcoin network is decentralised and not centralised because developers only suggest rules and it is within the users right to decline or accept it.

You miss important factor, Bitcoin protocol that requires decentralized consensus. Without it, developers can centralize many things and Bitcoin will be very different than what it has been since 2009.

The fourth factor: Bitcoin users can contribute in running Bitcoin full nodes, contribute to the blockchain but if there are no existence of other factors, users can not do too much.

I'll argue that node operators even have more influence than the developers. Bitcoin core devs can run the code but they cannot decide the node will run the software because all nodes are independent.

Again, the chances that all developers will become evil simultaneously is very low. So even if some group of developers become evil, since bitcoin is open source, there are still other developers that will review and  oppose their controversial proposals. We've already seen this in practice in the chain splits of Bcash and Bitcoin, as well as the recent luke Jnr BIP110 shitcoin. It shows that even well known developers cannot influence bitcoin. So I view your premises as fallacy.

The truth is that developers doesn't control Bitcoin, they only develop figures, which can be implies as codes and also update it  to function appropriately, but they don't have the power to impose it to anyone...For the aspects of decentralized...Bitcoin is decentralized, indencies that it doesn't have any control from any authority by the government of any kind, that's why bitcoin is called a decentralized...but assuming government have authority over the control of bitcoin, we can't boldly said, is a decentralized currency..

Bitcoin is decentralized but it's decentralization does not mean that Bitcoin Core developers have zero influence over it, that's probably where you're getting it all mixed up.

For Bitcoin network to continue running, someone has to maintain and improve the software that's why developers are there.

However, just like it's been stated by other people under this thread, not all their changes must be accepted by the network. It's still the users and node operators that decide on what software and rules they want to run.

So basically, developers have influence but their influence is limited and doesn't take away Bitcoin's decentralization.
