I know I'll sound like a broken record, but if a politician is a HODLer, then he's also incentivized to help make Bitcoin's adoption grew through his own position in the world and the capabilities that it gives him/her.
Personally, a politician can have reasons to do that but he or she can not achieve it only by himself or herself. There will be possible proposals to the government agencies, even constitution for changing or upgrading acts, laws and regulations but it's a very long journey for getting actual achievements.
It's never easy to change regulations in democratic nations so even a politician is a Bitcoin hodler, it's not easy to make contribution that can change existing laws. Politicians can promise to do that but if at the end of their terms, they can not finish it, they will be called as liars.
The growth and development of Bitcoin as an infrastructure, is like the development of the railroads, telecommunications, renewable energy, and other needed infrastructure that depended on government intervention/policies to expand massively.
Bitcoin blockchain is an infrastructure that does not give something like a scam paradise like Ethereum blockchain. There are Ordinals, Runes, inscriptions on Bitcoin blockchain but only appeared recent years, in the last market cycle and these hyped things are almost dead.
Ethereum blockchain is a paradise for scams from ICOs, IEOs and other things till scam meme tokens.
