Ask yourself how many Chinese citizens use Bitcoin (not trade, use). Then ask yourself how many have been affected by concerns from the "ban" (as OP notes). It's worth reminding that most of these bans relate to commerce and trading, and no state has really ever gone after a citizen's normal use. Too expensive, too complicated, no returns.
If you're a regular Joe, you never had anything to worry about.
Reading from the historical crackdowns by chinese government, yes they always crackdown on large syndicate to prevent capital flight and so on.
But a regular joe could get their bank account frozen if the banks find out the regular joe's transaction is linked to cryptocurrency related activity.
For government, doing it this way wouldn't become too expensive and too complicated.
Unfortunately normal citizen still have something to worry about.
