I can't say how reasonable it is to compare Bitcoin to Democracy, but in some countries, Democracy is controlled by the government. When the government controls Democracy, the government becomes a dictator. But Bitcoin is never controlled by any government or bank or any single individual, so it is possible to directly place it above Democracy.
Since it is not controlled by the government and the banks are not controlled either, its nature is decentralized. But the Democracy of a corrupt country is completely centralized.
Where there is actual democracy, there is no absolute control by the government there because actual democracy and absolute governmental control are opposite things. If in a nation, when it is an era of something nearly absolute control by government, it's when the democracy there in danger and can be in a phase of changing from democracy to dictator regime.
Bitcoin blockchain and network are actually decentralized, and there is no absolute control by any Bitcoin node or miner. Its decentralization has been actually tested since 2009 and with this solid foundation, I believe that Bitcoin community will maintain it very well toward future.
