What makes you think it's bad?  Tried Digikey?

It's not bad it's missing. I noticed that this s3+ wasn't performing like it should and finally got around to why. It's missing 3 caps of the hashboard.
I replaced caps before from hash board which were shot to good boards. But this time i happen not to have a bad s3 board. To know if they are bad you check if they are cracked, disformed, or have a weird smell to them. But first symptom is performance. But in this case they were missing of the board completely. Just 3 empty spots were caps should be.

They must not be sure it is PCB 100 percent.   If just PCB they normally have just send the controller.    And they send you a new one to put on it.

It was on a S3+ I just dealt it controller, and paid as it was out of warranty.

I got an antminer S3+ last week(I don't know the batch version. Where can I find this info?)
And I powered it with one 400W PSU(12V1 8A+12V2 13A) + one 350W PSU(12V 18A)
Both PSU are at least 3 years old.

I mined for 5 days at clock=250M hash~500G normally, temp~44.
And what my power connection is:
(Look at the picture, black side is the side with network RJ45 and LEDs, red side has antminer S3+ mark)
(thus, #1 and #2 on same hash board, #3 and #4 the other hash board)
#1 with PCIE 6pin on 400W PSU
#2 with two 4pin -> one 6pin adapter on 400W PSU
#3 with two 4pin -> one 6pin adapter on 400W PSU
#4 with two 4pin -> one 6pin adapter on 350W PSU

Yesterday, I tried overclocked miner to 262.5M and upgrade the cgminer to 4.6.1
(with this guide: https://bt.irlbtc.com/view/750220.0)
After two hours, I found the cable on #1 and #3 are so hot.
But #2 and #4 are not.(Not even "warm" at all)
This just like almost all current come from #1 and #3.
The current is not balancing among 2 PCIE on a hash board.

Then I swap #1 and #2 (so as #3 and #4) and test the miner.
All tests result that only one PCIE on a hash board is hot, and the other one PCIE is not warm.
(Sometimes #1 and #3 hot, sometimes #1 and #4 ......)

In a test after an hour, the 400W PSU suddenly stopped and broken.
So I get an 500W PSU today (12V 35A max 420W, with two PCIE 6pin)

And my new power connetion is:
#1 with PCIE 6pin on 500W PSU
#2 with two 4pin -> one 6pin adapter on 500W PSU
#3 with PCIE 6pin on 500W PSU
#4 with two 4pin -> one 6pin adapter on 350W PSU

Then, I set the clock back to 250M and start to test.
After about 30min, I found the cable on #1 is a bit hot.
And the cable on #4 is VERY HOT
(plastic not yet melt, and the VERY HOT part is the cable between 4pin and PSU, not the cable on adapter)
When I try to turn off the miner via PUTTY, the 350W PSU suddenly broken with burnt smell......

(Luckily, miner/500W PSU/other things are all right)

Now I'm wondering why the hash board take many power from only ONE PCIE while BOTH PCIE connected ?
(The two PCIE's volt has some difference ?)
(Use 6pin PCIE directly from PSU and 4pin -> 6pin adapt at the same time will make voltage unstable ?)
(We cannot use different PSU to power the same hash board ?)

Finally I get another 550W PSU(12V 42A,with only one PCIE 6pin)
now this is the power connetion:
#1 with PCIE 6pin on 500W PSU
#2 with PCIE 6pin on 500W PSU
#3 with PCIE 6pin on 550W PSU
#4 with two 4pin -> one 6pin adapter on 550W PSU

so, 500W PSU power one hash board(#1/#2), 550W PSU power the other hash board(#3/#4)

And now still testing at clock 250M, hash~500G.
After 2 hours, #1 is normal(not warm), and #2 is warm but not hot
#3 is warmer than #2 but not hot, #4 is normal(not warm)

Is it safe to overclock back to 262.5M with this new power connection ?(hash~520G)
Or any other suggestions ?

400 watt (i'm guessing bronze) and i you are using a high freq on S3 is not best setup.  It just is very close on power needs vs what your giving it depends on freq.

What are the adapters?  Can you take a picture most PCIe adapters suck and are not made for miners.

It's still molex to pcie....  bad idea.  Toss the crap PSU.   It just is not good idea.

Now get a decent psu that has enough PCIE without the molex to pcie.   Your asking for trouble using those.

I'd be buying a new PSU mate, best not to risk it. That might be fine for running a low powered PC but chuck a miner that's gonna draw a lot of power and that will be toast in no time. Not to mention it might take the miner with it if you're extra unlucky
