Carefully read the original topic. You need to have a specific member rank, which is based not only on posts, but also on how long you have been around and how active your account has been. I believe Jr. Member is required.

this post for more details. Basically, you have to be active for at least three two-week periods, and have at least 30 posts. Of course, reaching a higher rank will offer better payments since you can have a more eye catching signature and thus advertise better. Anyway, welcome to bitcointalk!
