I think 1Excalibur will instead pay the %5 fee to have %25 more N9N coins, it's more likely that the value of a Bitcoin will reach 0 USD than for N9N to be empty.  To pay something on your own deposit, it's simpler to wait for it to be next to be paid.  This happens every 99hrs, where as the state where N9N is empty may never be reached.
