The arbitrage page is confusing, what do I need to do in order to acquire the bot?  Or is it just a page that displays CUBE prices from each site, where users manually trade accordingly?

It's just an alert bot. Spams the website and Twitter of either arbitrage opportunities or a wide Market Spread
