Why so slow confirm? 

Chain is moving slow atm. when there's a successful stake a new block confirmed. and there are a lot of less staking because of the new staking parameters. but as more ppl will be able to stake the chain will move faster as will the confirmation times.

Next time you get a stake reward pay attention to #blocks. you will see you generate the next block in the chain

Yes, that's correct; that's why there is a max. That said, your statement is not true since you can still stake for a rate of 500% yearly, as written, which maxes people out more than if it were hardcoded as such. I understand what you're saying, and the reason is very simple

If the rate were 1-365%, the median would be roughly 70% lower than current, meaning you would all actually stake less than you are now, even if you are hitting the cap. This is intended
