Try to use a different Internet connection or try to temporarily turn off the firewall. Also. you can try using a different browser. If are you using Google app, try to run the index file from the folder WavesGUI-0.3.3.MAIN that you can download here - https://github.com/wavesplatform/WavesGUI/archive/v0.3.3.MAIN.zip

Unzip files. open folder. find the index.html file. open with a different browser (eg Firefox). import your seed. see user's manual -
