This is fully normal, same happened with ETH and LSK. Developers deserve to get a stake in their own project and it also gives an incentive to further develop it.

Still a lot better than self-buying the ICO. Also if you would only spend 2 minutes thinking about the issue, you would realize that most company founders who are also CEOs or board members have a stake in their own company for a reason.
