1. tier 0 , you register and verify email
2. continue to tier 1 , enter your name, your birthday , your country and mobile number
I ask because I think a lot of people would rather not give their phone number, and just wait until it goes to Polo or Bittrext. So that could be good news.
Yea I guess peeps still think Bitcoin is anonymous somehow... and will wait for shady exchanges that don't deal in fiat so they avoid KYC rules.

Polo is not shady. But I do understand people not wanting to give out their number, even if nothing will ever happen as a result.
I say Poloniex is shady because after making HQ sign a fucking NDA, they leave the entire community's ass swinging in the breeze.
