in my own opinion i really don't think it can help the poor country because this is not just the normal currency they know and most of them are not computer literate so it will be very difficult for them to understand you maybe for those who will want to learn about bitcoin.
On country level Bitcoin can't do anything without governments cooperating in one way or another. I think that's something we should stop looking at.
Governments in poor countries are not looking to make people independent as they thrive on keeping people live in poverty for decades now. Nothing can change that.
It's wishful thinking when you think that a major group of people will grab Bitcoin as an opportunity to move forward. If Bitcoin will help out people, then it will be on an individual basis.
