They can keep on printing without printing by stopping quantitative tightening (QT), which effectively amounts to a kind of quantitative easing (QE) in disguise. Simple terms: don't print, but stop not buying treasuries. Or stop "buying just a few" treasuries. Complicated language for "buy assets so that you divert existing money from the parking into the streets." By doing so, fresh money flows into the system and (debt) rates go down. The rest is mostly just mechanical consequences.
